Noemi Cagatin-Porter
Owner | CJK Legacy Investments
Noemi Cagatin-Porter is a real estate developer and housing systems leader based in Pierce County, Washington. She is the owner of CJK Legacy Investments, where she acquires, rehabilitates, and develops residential properties with a focus on long-term community stability and pathways to ownership.
She is also the founder of CJK Community Homes, a nonprofit advancing affordable and supportive housing across Pierce County. Through her leadership, the organization has housed hundreds of individuals and families, supported thousands through housing stability, on-site mental health services, and financial literacy programs, and currently provides housing for over 135 people.
By bridging real estate development with direct service, Noemi has built a housing model that is both financially sustainable and deeply responsive to community needs, creating clear pathways from housing instability to long-term ownership.
Grounded in lived experience, Noemi understands the barriers that prevent individuals and families from accessing stable housing and building wealth. She has intentionally designed her approach to integrate development, supportive services, financial literacy, and credit-building into a cohesive housing ecosystem. In her role with Washington State's Department of Social and Health Services, Noemi oversees housing systems that support individuals with intellectual and developmental disabilities, bringing a systems-level perspective to housing access, quality, and compliance.
An immigrant from the Philippines, she is committed to expanding opportunity and building generational wealth in historically underserved communities.
